Jon Fell's
biography
Jon has been a Partner with Pinsent Masons since joining the law
firm in 1999.
Since 1995 Jon has advised on all aspects of internet related
law and e-commerce issues. Jon is one of the founders of
OUT-LAW.
His clients include suppliers and users of technology. He has
written and lectured extensively on all aspects of IT law,
e-commerce, internet regulation, legislation and EU directives.
Jon is a member of the External Advisory Panel for the School of
Computer Science & Information Services of Birkbeck University
of London and of the Supervisory Board of the Computer Learning
Research Centre Royal Holloway University of London. Jon is also
chair of the examination board for the ISEB IT Law Course run by
the British Computer Society.
Key relevant experience includes:
- Advising the National Smartcard Project, one of a number of
national projects run out of the Office of the Deputy Prime
Minister (now the Department for Communities and Local Government),
on the legal aspects of local authorities procuring smartcard
systems including advice on the issues involved in designing,
building and operating the necessary infrastructure and on the
application of the procurement regulations.
- Advising a major mobile operator in connection with prime
contracts for the provision of telecoms hardware and services in
relation with a £280 million project to put in place a new tail
access network replacing all leased line communications with line
of sight microwave technology and its own fibre.
- Advising an airport operator on its telecommunications strategy
in relation to the design, build and operation of new mobile
telecommunications networks at its airports, and on the impact of
the Telecommunications Code, the appointment of a technical partner
and the development of a new framework agreement to be entered into
with the providers of mobile and fixed line telecommunications and
on the agreements for the design, build and operation of new
infrastructure in relation to the creation of a new 3G network at
the airports by "3".
- Advising a listed software integration company on all aspects
of its standard terms and conditions and contracts entered into by
it for the provision of its services.
- Advising on the structure, risks, regulatory issues and terms
and conditions relating to an on-line payment system.
- Advising an on-line advertising agency on all aspects of its
business.
- Advising the developer of animated picture and sound texting
software in relation to its software licences and distribution
agreements.
- Advising on the development of a new B2B exchange for hard to
find automotive glass on all regulatory and contractual aspects of
establishing and operating the exchange.
