Rosemary Jay's biography
Rosemary is a Partner in the Outsourcing, Technology &
Commercial Group and National Head of Information Law. The
Information Law team is one of the largest and most experienced
providing advice, representation, training and consultancy on all
privacy, confidentiality, data protection, access and related
information law issues to public bodies, multi-nationals and
private organisations.
Rosemary has 20 years experience of advising organisations on
information law issues including 12 years spent as head of Legal at
the Office of the Data Protection Registrar.
Key relevant experience includes:
- Working on data protection laws of accession states as part of
the EU accession process
- Appointment as a legal expert to a European Commission Study on
the role of standards in achieving privacy protection
- Advising a major internet company on its privacy policy for the
United Kingdom
- Handling contracts for the transfer of personal data
internationally by global organisations
- Advising a major UK charity on the use of personal data,
including its research functions
- Representing businesses in data protection investigations and
prosecutions
- Advising government departments, local authorities and other
public bodies on implementation of Freedom of Information and
providing training on the Act
- Appointment by the Scottish Executive for the preparation of
all training materials on Freedom of Information for the public
sector in Scotland
- Responsible for the Firm's Freedom of Information support
materials including the Implementation Manual and the Firm's
e-learning package produced jointly with Video Arts Ltd
- Appointment by the Northern Ireland Civil Service to provide
training on Freedom of Information.
Rosemary is the co-author of 'Data Protection Law &
Practice' published by Sweet & Maxwell (second edition August
2003) and an editor of the 'White Book.' She is on the Editorial
Board of the Journal of Freedom of Information and an editor of the
Encyclopaedia of Data Protection.
She sits on the Examination Committee of the ISEB/BCS Data
Protection Certificate Board and is a member of the Ministerial
Advisory User Group on access rights.
She has worked with the Council of Europe and the European
Commission on privacy issues in Europe and the Commonwealth
Secretariat in West Africa. She has spoken and written widely on
data protection and access to information, both nationally and
internationally.
