Richard Watkinson's biography

Richard is a Partner specialising in Information and Communications Technology Law. He is a leading advisor in the ICT field and has a wide experience of advising private and public sector clients on information technology procurement, intellectual property law and commercial agreements.

Richard specialises in software licensing, system procurement and outsourcing work. He has significant experience of advising on large scale ICT outsourcing and related projects.

Recent experience includes:

regularly advises large ICT companies on their outsourcing or PFI projects including LogicaCMG, Siemens, Northgate Information Solutions, the Bull Group (now Steria) and ADP Chessington.
advising large financial institutions on their outsourcing projects including Lloyds TSB and Morgan Stanley Dean Witter.
advising large PLCs on outsourcing including PACE Micro Technology. Richard led the team advising Pace on outsourcing its hardware technology supply globally, with a deal value in excess of £1 billion.
Department for Education and Skills: Richard has advised on a variety of ICT outsourcing projects for the Department. Most recently, the outsourcing of the administration of the national Teachers Pension Scheme – this £75m deal covers the second largest pensions database in Europe.
Metropolitan Police Authority: Richard took the role of project manager in advising the Authority on the major outsourcing programme of its Information and Communications technologies key systems in five outsourced 'packages' including desk-top PCs, telecommunications and radio services, (total project value approximately £600m).
Department of Health: Richard has led many teams advising NHS Trusts in their procurement of Electronic Patient Record solutions under both the PFI and conventional capital procurements.
